Egypt, Lebanon sign series of cooperation deals at Cairo summit

Prime Minister Dr. Moustafa Madbouly and his Lebanese counterpart, Nawaf Salam, oversaw the signing of a series of memoranda of understanding (MoUs) and joint cooperation protocols Sunday, concluding the 10th session of the Egyptian-Lebanese Joint Higher Committee in Egypt's New Administrative Capital.

The agreements spanned numerous sectors and were signed by ministers from both governments. An MoU was signed between Egypt's Ministry of Planning, Economic Development and International Cooperation and Lebanon's Ministry of Economy and Trade. It focuses on economic and developmental policy-making and exchanging expertise in planning and international cooperation. Signatories were Dr. Rania Al-Mashat (Minister of Planning) and Dr. Amer Bisat (Lebanese Minister of Economy and Trade).

A separate MoU was signed between Egypt’s National Planning Institute and the Lebanese Ministry of Economy and Trade (2025–2027). Signatories were Dr. Rania Al-Mashat and Dr. Amer Bisat.

An MoU for mutual cooperation in local development was signed between Egypt's Ministry of Local Development and Lebanon's Ministry of Interior and Municipalities. Signatories were Dr. Rania Al-Mashat and Dr. Amer Bisat.

A cooperation protocol for training was signed between the Egyptian Aviation Academy Holding Company and the Directorate General of Civil Aviation in the Lebanese Ministry of Public Works and Transport. Signatories were Dr. Rania Al-Mashat and Fayez Rassamni (Lebanese Minister of Public Works and Transport).

An MoU was signed on potential cooperation in the field of social protection between Egypt's Ministry of Social Solidarity and Lebanon's Ministry of Social Affairs. Signatories were Rania Al-Mashat and Ambassador Youssef Reggi (Lebanese Minister of Foreign Affairs and Emigrants).

An agreement on maritime transport was concluded between the two countries. Signatories were The Egyptian Planning Minister and Fayez Rassamni.

An executive programme for a proposed industrial cooperation protocol was signed. Signatories were Dr. Rania Al-Mashat and Fayez Rassamni.

An MoU for cooperation in the field of technical education was signed between Egypt’s Ministry of Education and Technical Education and Lebanon's Ministry of Education and Higher Education. Signatories were Mohamed Abdel Latif (Egyptian Minister of Education) and Ambassador Youssef Reggi.

An MoU was signed between the Egyptian Ministry of Agriculture and Land Reclamation and the Lebanese Ministry of Agriculture for cooperation in agricultural research. Signatories were Alaa Farouk (Egyptian Minister of Agriculture) and Ambassador Youssef Reggi.

An MoU on cooperation in housing and urban development was signed between Egypt’s Ministry of Housing, Utilities, and Urban Communities and Lebanon's Ministry of Social Affairs. Signatories were Engineer Sherif El-Sherbiny (Minister of Housing) and Dr. Amer Bsat.

An MoU between the Egyptian Customs Authority and the Lebanese Customs Administration covered cooperation in taxation, customs fields, and mutual customs assistance. Signatories were Ahmed Kouchouk (Minister of Finance) and Yassine Jaber (Lebanese Minister of Finance).

A draft MoU was signed for the mutual exemption of visa requirements for holders of diplomatic passports. Signatories were Ambassador Ihab Fahmy (Egyptian Assistant Foreign Minister for Arab Affairs) and Ambassador Ali Al Halabi (Lebanese Ambassador to Egypt).

An MoU was signed between Egypt’s Financial Regulatory Authority (FRA) and Lebanon’s Insurance Supervisory Commission. Signatories were Dr. Mohamed Farid (FRA Chairman) and Judge Mahmoud Makkiyah (Secretary General of the Lebanese Council of Ministers).

A cooperation protocol was signed between the Egyptian Central Agency for Organization and Administration and the Lebanese Civil Service Council in the field of public administration and civil service. Signatories were Engineer Hatem Nabil (Chairman of the Egyptian Central Agency) and Judge Mahmoud Makkiyah.

An MoU on consumer protection and market control was signed between the two governments. Signatories were Ibrahim Al-Sijini (Head of the Egyptian Consumer Protection Agency) and Dr. Mohamed Abou Haidar (Director General of the Lebanese Ministry of Economy and Trade).

Following the signing ceremonies, Prime Ministers Madbouly and Salam formally signed the Minutes of the 10th session of the Egyptian-Lebanese Joint Higher Committee.
