GAFI CEO urges expansion of global free zone partnerships

Hossam Heiba, CEO of the General Authority for Investment and Free Zones (GAFI), attended the 11th World Free Zones Organization (WFZO) Global Conference in Hainan Province, China. The conference included the Ministry of Investment and Trade and representatives from free zones in 90 countries.

Heiba highlighted the role of free zones as a key driver of Egypt’s economic growth. They contribute around 22% of the country’s commodity exports. Free zones also support technology localization, employment creation, and play a crucial role in boosting economic development. The authority manages 13 public free zones and 218 private free zones across Egypt, distributing development efforts nationwide.

He added that the Egyptian government has leveraged global trade disruptions to attract stable and sustainable investments. A significant portion of these investments has been directed to free zones. Incentives include customs and tax benefits, supported by trade agreements that connect Egypt to nearly 3 billion consumers worldwide.

Heiba explained that the authority recently allocated 9,000 square meters for administrative and operational headquarters for startups within the free zones. This initiative provides a supportive environment for Egyptian startups in software exports and artificial intelligence applications. Advisory, marketing, and legal services are also offered to enhance their success and international market reach. The authority hosts the permanent headquarters of the Entrepreneurship and Startup Support Unit, coordinating efforts between government and private entities to strengthen this critical sector.

The Egyptian government strongly believes in the importance of regional and international cooperation between free zones. Heiba noted that this cooperation drives shared prosperity and improves the competitiveness of developing countries. Egypt regularly holds training courses for African personnel to enable effective free zone management. The government also facilitates delegation exchanges and expertise sharing with countries seeking to strengthen investment relations with Egypt.

Heiba called on participants to build partnerships, cooperation, and friendly relations between free zones globally. Such efforts aim to enhance the circulation of goods and production inputs and create sustainable value chains that benefit societies worldwide.
