Likhachev: Russia reaffirms support for Egypt’s first nuclear power plant

Egypt and Russia on Tuesday signed a supplementary protocol to their bilateral agreement on cooperation in the construction and operation of nuclear power plants in Egypt, marking a new milestone in their longstanding partnership in the nuclear energy sector.

The protocol was signed by Dr. Mahmoud Esmat, Egypt’s Minister of Electricity and Renewable Energy, and Alexey Likhachev, Director General of the Russian State Atomic Energy Corporation (Rosatom), during a ceremony held at the Ministry's headquarters in Alamein.

Dr. Esmat and Mr. Likhachev also witnessed the signing of a contract addendum related to the construction and operation of the El-Dabaa Nuclear Power Plant. The document was signed by Dr. Sherif Hamdy, Chairman of Egypt’s Nuclear Power Plants Authority (NPPA), and Dr. Andrey Petrov, CEO of Atomstroyexport.

The signing of the protocol and contract addendum reflects the shared commitment of both countries to accelerating the implementation of the El-Dabaa project in accordance with the approved timeline. The move falls under Egypt’s peaceful nuclear energy program and its strategy to adopt clean energy as a key pillar of the updated National Energy Strategy through 2040.

Esmat stated that the cooperation between Egypt and Russia reflects the strong political will of both countries, the depth of their bilateral ties, and their mutual commitment to executing this vital national project, which marks a major shift in Egypt’s electricity and energy sector. He added that the signing of today’s documents represents a significant step forward in completing the various stages of the El-Dabaa project and is a clear testament to the fruitful cooperation between both nations in advancing Egypt’s 2040 Energy Strategy, which aims to achieve a balanced and sustainable energy mix and increase reliance on clean electricity.

Likhachev reaffirmed the strategic partnership and close coordination between Egypt and Russia in delivering the landmark El-Dabaa project. He noted that the signing of these documents aligns with the project’s approved timeline and underscores Russia’s continued commitment to supporting Egypt in establishing its first nuclear power plant. He also expressed pride in the strategic partnership with Egypt and emphasized the importance of maintaining joint efforts to implement this ambitious project, which will strengthen Egypt’s energy security and contribute to achieving its sustainable development goals.
