Dr. John Saad, a tax expert, revealed the issuance of a decision by the Egyptian Tax Authority, Instruction No. 23 of 2025, regarding the procedures for completing invoices for the purposes of examination or tax refund, and eliminating opportunities for manipulation and waste of public money, provided that the procedures are completed electronically.

Saad stressed that the decision comes within the framework of the Egyptian Tax Authority's vision to automate tax procedures to ensure their efficiency and effectiveness, and the Authority's continued commitment to dominate and control the informal parallel market for the tax community.

The Authority also aims to eliminate duplication and bridge gaps to eliminate opportunities for manipulation and waste of public funds, ensure the provision of tax services consistent with the objectives of the tax concessions package offered to the tax community, and govern invoice collection procedures for various tax purposes.

Saad stated that the Ministry of Finance, represented by the Egyptian Tax Authority, is witnessing a state of movement to provide golden concessions to companies and taxpayers with the aim of opening a new chapter in its dealings with citizens.

He continued, explaining that the first package of tax concessions focuses on reducing the burden on the tax community, as it includes a requirement that the "delay fee and additional tax" not exceed the original tax amount. The Authority also aims to expand the scope of the sample inspection system to include all taxpayers in tax centers, regions, and tax offices, starting with the current tax season.
