Industry Minister tackles investor challenges, pushes regulatory reform

Minister of Industry and Transport, Lieutenant General Engineer Kamel Al Wazir, chaired the 33rd meeting of the Ministerial Group for Industrial Development on Tuesday, which addressed investor challenges, regulatory reforms, and the national renewable energy strategy.

The meeting was attended by Minister of Electricity and Renewable Energy Dr. Mahmoud Esmat, Minister of Public Business Sector Engineer Mohamed Shimi, Minister of Investment and Foreign Trade Engineer Hassan El Khatib, Minister of Housing, Utilities and Urban Communities Engineer Sherif El Sherbiny, Minister of Agriculture and Land Reclamation Alaa Farouk, Beheira Governor Dr. Jacqueline Azar, Federation of Egyptian Industries (FEI) Chairman Engineer Mohamed ElSewedy, and Industrial Development Authority (IDA) Chairwoman Dr. Nahed Youssef, in addition to representatives from member ministries and bodies.

The group reviewed a request from the Egyptian American Feed Additives Factory regarding the short validity period for feed additive product registration, which was only three years by the Ministry of Agriculture, compared to five years in key export markets. The investor also cited lengthy registration procedures, negatively affecting Egyptian companies' competitiveness abroad.

The Ministry of Agriculture and Land Reclamation confirmed it had recently issued a decision to extend the registration validity for feed additives from three to five years and reduce the registration procedure duration to just 10 days.

This measure aims to ease procedures for feed additive producers and exporters, supporting their ability to access foreign markets.

The factory owner and other sector producers were directed to submit their applications to the Ministry of Agriculture to complete the registration process.

The meeting also addressed a request from Dakahlia Poultry Company regarding the slow procedures for obtaining construction permits for poultry farm sheds located outside urban boundaries from local municipalities, while operating licenses are issued by the Ministry of Agriculture.

Minister Al Wazir directed the investor to submit a formal request to the Ministry of Local Development to study the situation and report back to the Ministerial Group on the competent authority for issuing these licenses.

The Minister also directed a study into a possible legislative amendment to allow either the Ministry of Local Development or the General Authority for Reconstruction Projects and Agricultural Development to issue the construction licenses for poultry farms.

Support for Small and Medium Enterprises (SMEs): The Ministerial Group approved a request from the El Joker Leather Products workshop to allocate a 300 square metre plot in the Youth Workshops area of 15th of May City to establish a workshop for producing leather bags. This decision aligns with state efforts to support SMEs and encourage young investors.

Renewable Energy Strategy: The meeting reviewed the implementation status of the renewable energy strategy led by the Ministry of Electricity and Renewable Energy. A detailed presentation was given on wind and solar power, and the projected energy mix until 2040, which anticipates a significant increase in the share of clean energy.

Concluding the meeting, Minister Al Wazir commended the decisions and recommendations, asserting that the Ministerial Group serves as an effective platform for coordinating between ministries to resolve investor problems and accelerate industrial development. He reaffirmed the government’s commitment to implementing presidential directives aimed at supporting industrial investment, empowering the private sector, and removing all obstacles for serious manufacturers.

Al-Wazir stressed that the ministry's door is open to every genuine investor seeking to work, produce, and export. He added that the state is committed to establishing a competitive business environment built on transparency and speed of completion to achieve industrial and economic development goals.
