According to Dr. Saad, this move, embodied in Minister of Finance Decree No. 127 of 2025 (which cancels Decrees No. 335 of 2018 and No. 65 of 2020), aims to simplify tax and financial procedures and promote heavy industries in Egypt.
The decree stipulates that companies within the iron and
steel sector must now separate the VAT from the cost of their scrap iron inputs
and remit it to the Egyptian Tax Authority, identifying the supplier.
Dr. Saad also noted that these amendments extend to companies in the iron, steel, aluminum, and copper sectors when they purchase scrap inputs of these metals.
