The country’s overall maturity score rose to 0.911 out of 1.0, up from 0.751 in the 2022 report, when it ranked 69th. This 21.3% improvement marks Egypt’s transition from a high-performing nation to a global leader in digital governance over the last five years.
Egypt showed significant gains across all four primary
pillars of the index:
Digital Service Delivery: Increased to 0.962 (from 0.795).
Core Government Systems: Rose to 0.916 (from 0.783).
Citizen Engagement: Jumped to 0.896 (from 0.626).
GovTech Enablers: Improved to 0.869 (from 0.802).
Communications and Information Technology Minister Dr. Amr
Talaat stated that the ranking reflects the success of the "Digital
Egypt" strategy. He attributed the progress to the automation of
government processes, the expansion of the "Digital Egypt" platform,
and the implementation of open data policies.
"Our priorities remain centered on building digital
capacities and training state administrative staff to adopt modern
technologies," Talaat said. He also highlighted the launch of the
"Government Innovation Lab" in Giza, designed to support startups
developing digital solutions for the public sector.
Since 2020, Egypt has moved from Group B (0.649) to the highest tier of the World Bank's index, reflecting a sustained multi-year overhaul of its digital infrastructure and legislative framework.
