PM inspects urban redevelopment projects in Historic Cairo

Prime Minister Dr. Moustafa Madbouly inspected the progress of urban redevelopment projects in Historic Cairo on Saturday, beginning his tour at the alternative housing project Rawdet Al-Sayeda-2 in the Al-Teybi area of Sayeda Zeinab district. The tour marked the start of the Prime Minister's visit to follow up on the revitalization efforts across several areas of the historic capital.

During his visit to the site, Madbouly underscored the government's commitment to the Rawdet Al-Sayeda-2 project, noting its vital role in the national Urban Development agenda. He stressed that the initiative is key to developing unsafe areas and improving the quality of life for their residents, in line with directives from President Abdel Fattah El-Sisi.

Engineer Khaled Seddiq, Chairman of the Urban Development Fund (UDF), explained that Rawdet Al-Sayeda-2 builds on the success of the earlier Rawdet Al-Sayeda-1 in transforming the area into a civilized urban space. He confirmed that the Al-Taybi area, which was on the national map of unsafe areas, was entirely cleared through cooperation between the Cairo Governorate and the UDF.

Addressing the status of the former residents, Seddiq said 200 families from the demolished Al-Teybi area were rehoused in Rawdet Al-Sayeda-1, while the remaining families are receiving rental compensation until the new project is completed.

Rawdet Al-Sayeda-2 is slated to provide alternative housing for 386 families. Seddiq noted ongoing coordination with the Cairo Governorate to begin the lottery process for returning citizens, ahead of unit delivery upon full completion.

The Prime Minister also reviewed plans for a third phase, Rawdet Al-Sayeda-3, and instructed the UDF to expedite the procedures, negotiations, and provision of compensation for the current inhabitants of that site.

Madbouly toured a fully furnished model residential unit, praising the quality of the finishing and preparation. Engineer Ramy Ragab, the project consultant, explained that Rawdet Al-Sayeda-2 is an integrated residential, service, and commercial complex being built in Al-Teybi, opposite Rawdet Al-Sayeda-1, as part of the state's efforts to eliminate unsafe areas.

The project covers over seven feddans (approximately 7.2 acres) and includes 572 residential units, 6 administrative units, and 30 commercial units. Ragab noted that execution rates have reached around 98%, with designs compatible with the historic character of the district.

Madbouly directed that the residential units in Rawdet Al-Sayeda-2 be delivered to beneficiaries equipped with pre-paid utility meters for water, electricity, and gas. He also stressed the importance of regular maintenance, especially facade painting, for the first phase of the project (Rawdet Al-Sayeda-1) and instructed the speedy leasing of the commercial shops in Rawdet Al-Sayeda-1 to provide services to the residents.


Following the housing inspection, Prime Minister Madbouly proceeded to the Fustat View project, which overlooks the new Fustat Hills Park.

Seddiq highlighted that Fustat View falls under the UDF's mandate to achieve sustainable urban development, improve living standards, and complete the state's efforts to eliminate unsafe areas.

During the visit, Engineer Samih Seifine, General Manager of Enovo Company, provided details on the complex. Fustat View comprises 1,412 residential units and 240 units within hotel towers, alongside commercial and administrative spaces. It is designed as a fully integrated urban community featuring a health club, a mosque, a multi-storey garage, and extensive green areas.

Seddiq further explained that the Fustat View project is being built on an area of about 30 feddans (approximately 31.1 acres), previously known as Batn El Baqara. This area was classified as a high-risk unsafe zone.

He added that the UDF successfully cleared the entire Batn El Baqara area and compensated all occupants with replacement housing in the Al-Asmarat project, totaling around 2,000 units at an estimated cost exceeding one billion Egyptian pounds.

The Prime Minister commended the project's design and its prime location overlooking Fustat Park. He directed the UDF to accelerate the marketing and sales of the residential units, given the high demand due to the project's exceptional location.

Dr. Madbouly also instructed the UDF Chairman to offer the on-site hotel for operation and management through a partnership with the private sector to leverage its expertise in the hospitality field.
