Al-Mashat witnesses MoU signing between MSMEDA, ERRADA to improve entrepreneurship environment

Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, oversaw the signing of a Memorandum of Understanding (MoU) between the Micro, Small, and Medium Enterprises Development Agency (MSMEDA) and the Egyptian Regulatory Reform and Development Activity (ERRADA). The MoU aims to assess the legislative impact of Law No. 152 of 2020, which governs the development of micro, small, and medium enterprises, in order to improve the entrepreneurial environment and strengthen institutional cooperation in policy support and regulatory enhancement.

The agreement was signed by Basel Rahmy, CEO of MSMEDA, and Dr. Heba Shahin, CEO of ERRADA. It supports the state’s efforts to create a more favorable legislative and regulatory environment for micro, small, and medium enterprises (MSMEs) and to stimulate entrepreneurship, contributing to sustainable economic growth.

Dr. Al-Mashat highlighted the importance of coordination between state institutions and stakeholders in developing the business environment. She noted that the MoU aligns with government efforts to improve legislative efficiency, empower entrepreneurs, and enhance their ability to expand and compete in domestic and international markets.

The minister added that MSMEs are a key driver of economic growth and job creation. She described the ERRADA initiative as a valuable tool for assessing legislative impact and producing specialized studies to improve the investment climate. She also stressed that MSMEs are a central pillar of the national economy, and supporting this sector is a top priority due to its role in boosting productivity, fostering innovation, and economically empowering youth and women.

Rahmy emphasized MSMEDA’s commitment to coordinating with NGOs, civil society organizations, and initiatives in the SME sector. He said these efforts aim to create a supportive environment for all types of projects and encourage citizens, particularly entrepreneurs, to contribute to the national economy.

He added that the MoU with ERRADA will strengthen cooperation to support entrepreneurship and enhance the capacity of startups to achieve sustainable and accelerated growth based on competitiveness and knowledge, contributing to the creation of decent job opportunities. He praised the Ministry’s leadership in supporting MSMEDA’s programs and initiatives to promote self-employment.

He concluded that collaboration with ERRADA will positively impact the legislative and regulatory framework for MSMEs, enhancing decision-making efficiency, supporting state plans, and increasing sector competitiveness. The study of the legislative impact of Law 152/2020 will help business owners develop and sustain their projects.
