Egypt opens registration for alternative housing for Old Rent Law tenants

The government launched the electronic application process for citizens affected by the controversial "Old Rent Law," as part of an effort to provide alternative housing for tenants.

Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, announced that the electronic application form is now available via the Digital Egypt platform (digital.gov.eg), starting 11:00 am (0900 GMT) on Monday, October 13, 2025.

The Minister said the required data is simple and can be easily completed by citizens in a short time, which was the ministry's goal to make the application process straightforward.

El-Sherbiny noted that the creation of electronic accounts for those under the law, which governs long-standing, often very low-rent tenancy contracts, has seen significant demand, with 54,452 accounts created so far.

The ministry confirmed that the registration process for accounts remains open until the submission deadline. Prior to launch, technical testing was conducted in cooperation with the Ministry of Communications and Information Technology to ensure a simple and easy user experience.

Mai Abdelhamid, CEO of the Social Housing and Mortgage Finance Fund, stated that citizens facing technical issues can contact the Digital Egypt platform's customer service via phone at 15999.

She explained that the electronic application is accessed through the "Alternative Housing" service, which requires applicants to specify the nature of their rented unit (residential or non-residential) and its address. The replacement unit must be located in the same governorate as the current rented unit.

Abdelhamid outlined the application steps:

Create an electronic account on the Digital Egypt platform (if one does not exist).

Select the "Alternative Housing" service from the homepage.

Choose "Alternative Housing Application Form" and agree to the terms and conditions.

Specify the applicant's rental relationship (original tenant, original tenant's spouse, or contract extension recipient).

Review basic personal and employment data.

Provide data on the rented unit, verified using the electricity meter number.

Enter family data, including marital status and children.

Provide details on other residents in the rented unit.

Indicate if the applicant or any resident is a person with a disability.

Declare any family-owned companies or commercial activities by providing the commercial registration or tax registration number.

Review and submit the form, which includes mandatory mobile phone verification for security.

Upon successful submission, the applicant receives a confirmation message: "Your request has been received successfully - Thank you for updating the data! You will be contacted if any additional information is required."
