Madbouly directs governors to launch old rent survey committees

Prime Minister Dr. Moustafa Madbouly chaired the Board of Governors meeting on Saturday at the government headquarters in New Alamein City to discuss several key issues.

The meeting was attended by Matrouh Governor Major General Khaled Shoeib, Red Sea Governor Major General Amr Hanafi, Alexandria Governor Lieutenant General Ahmed Khaled, Assiut Governor Major General Dr. Hesham Abu El-Nasr, and Beheira Governor Dr. Jacqueline Azer. Minister of Local Development Dr. Manal Awad and the remaining governors also joined the meeting via video conference.

Madbouly stressed the government’s strong commitment to implementing Law No. 164 of 2025 on rental regulations and restructuring landlord-tenant relations, following its ratification by President Abdel Fattah El-Sisi. He underlined the need for full coordination among ministries, governorates, and relevant authorities, particularly after the Cabinet approved a draft resolution regulating the work of survey committees tasked with assessing residential rental properties.

He explained that under the decree, each governor will form one or more committees chaired by a senior local official and including technical and legal experts, along with representatives from the Ministry of Housing, Utilities, and Urban Communities, the Egyptian General Authority for Survey, and the Real Estate Tax Authority. He directed governors to immediately establish these committees to ensure accurate outcomes and impartial enforcement of the law.

He added that citizens must submit legally binding declarations confirming the accuracy of their data, while committees are required to complete their work within three months of the law’s entry into force. Governors will then issue decisions on the committees’ findings, which will be announced through local administrative units. The committees will also classify surveyed areas as premium, middle-income, or economic to determine minimum rent values for a seven-year transitional period.

Minister of Local Development Dr. Manal Awad said that 1,298 land plots totaling 61.2 million square meters have been identified within urban boundaries under governorates’ jurisdiction for the development of housing projects to replace old rent schemes. These plots will be transferred to the Ministry of Housing, Utilities, and Urban Communities to begin implementation.
