Egypt to launch Startup Charter to boost entrepreneurship, Al-Mashat says

Egypt is preparing to launch its first Startup Charter, a comprehensive roadmap featuring over 80 measures designed to stimulate the entrepreneurship sector and bridge the gap between government and private innovators, Minister of Planning said Friday.

Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, met with leading figures from the Egyptian startup ecosystem to finalize the charter and discuss the establishment of a unified entity for entrepreneurship in the country.

"The Startup Charter represents the first collaboration of its kind between the government and the entrepreneurship community," Al-Mashat said. The document provides an executive roadmap to coordinate efforts, ensure policy clarity for investors, and dismantle barriers to growth.

The Minister also highlighted the creation of a unified government guide for services and licensing, covering more than 170 services across 35 government agencies. A dedicated digital platform for the Ministerial Group for Entrepreneurship has also been launched to serve as a primary communication hub for the sector.

The meeting was attended by prominent industry figures, including founders and executives from Sawari Ventures, RiseUp, Swvl, and the AUC Venture Lab, alongside members of parliament.

Mashat emphasized that these initiatives are part of Egypt’s broader National Program for Structural Reforms, aimed at creating a sustainable environment for innovation and investment.
