Speaking at the Techne Summit during Egypt's Innovation Week 2025, the Minister asserted that trust is "not just a word" but a reality the government is actively working to improve, citing the positive results of a new package of tax facilitations as clear evidence.
Kouchouk said the ministry is focused on simplifying
procedures, easing tax burdens and obligations, and providing a clearer vision
for investors. He noted that the simplified tax system, based on numerous
facilities, has established a different, supportive tax approach toward
entrepreneurs, small investors and professionals.
The Minister also announced the development of a new,
simplified guidebook for tax treatment of exported services in Egypt. He
affirmed the government is open to successful international economic models but
is committed to implementing solutions that suit Egypt’s specific capabilities
and conditions to ensure success.
Kouchouk highlighted that the country's fiscal policies are
aimed at boosting the competitiveness of the Egyptian economy and directing
revenue toward sectors that serve both investors and citizens. He described the
Egyptian economy as having "good diversity and openness" in both
economic activities and international trade.
The Minister pointed to the private sector’s ability to
respond quickly to economic and financial reforms by pumping in more
investments. Local and foreign private investments registered a growth rate of 73%
during the last fiscal year, he said.

He called the planned tax guidebook for exported services an important step for attracting more investment to startups, reflecting the state's commitment to boosting innovation and establishing Egypt's place on the global investment map.
