He confirmed that the ministry will not allow any foreign
worker to operate in Egypt without an official work permit.
Under the new Labor Law No. 14 of 2025, foreign workers are
capped at 10% of staff in establishments. Some previous requirements for
obtaining work permits, such as proof of specific experience, have been relaxed
or made conditional in certain cases.
During extensive inspections, thousands of violations were
recorded against establishments employing foreigners without licenses, with
fines ranging from EGP 20,000 to 100,000 depending on the severity and
recurrence of the offense.
General instructions have been issued to regularize foreign
labor in some establishments, especially where foreign workers are already
employed, to ensure compliance before penalties are applied.
The law also removes certain procedural obstacles, such as
“Form 6,” previously used in employment contracts, as part of broader reforms
regulating foreign employment.
