Madbouly: Government, exporters aligned to double state export targets

Prime Minister Moustafa Madbouly met on Sunday with the heads and officials of the export councils in the presence of Minister of Finance Ahmed Kouchouk, Minister of Investment and Foreign Trade Hassan El Khatib, Deputy Minister of Finance for Fiscal Policy Yasser Sobhi and a number of officials from both ministries.

The Prime Minister stressed the government’s commitment to achieving a qualitative leap in Egyptian exports. He explained that allocations for the Export Subsidy Rebate Program were doubled this year to encourage investors to expand their exports. He highlighted that the new program has already been activated and is being monitored on a regular basis.

Madbouly reviewed recent government measures aimed at facilitating customs clearance procedures and providing various incentives. He affirmed that the Egyptian state is capable of meeting its targets and doubling exports.

The heads and officials of the export councils praised the efforts of the Prime Minister and the Ministers of Finance and Investment. They confirmed that the new program was developed through consensus between investors exporters and the government and that all parties are working together to achieve the state’s objective of doubling exports.

The export councils highlighted that recent figures indicate a strong surge in exports and confirmed full cooperation with the ministers and the relevant ministries. They also presented their proposals to further boost exports in the coming period and outlined growth rates achieved across different sectors.

The attendees reviewed several observations and challenges that are being addressed with the concerned authorities to ensure export targets are met.

The Minister of Finance presented a report on the amounts disbursed and currently being disbursed under the Export Subsidy Rebate Program. He stated that total disbursements during 2024/2025 and 2025/2026 reached EGP 19.3 billion while an additional EGP 3 billion is currently being processed. He also outlined the mechanisms for settling overdue receivables.

The Minister of Investment and Foreign Trade explained the incentive and facilitation measures being implemented including steps related to customs clearance times and the electronic document system. He welcomed all proposals submitted by exporters and confirmed that the government will work on them to achieve shared goals.

The Prime Minister reaffirmed his belief that doubling exports is one of the most critical priorities for Egypt’s future. He requested a periodic follow up report on the implementation of the new Export Subsidy Rebate Program. He concluded by stressing that exporters serve as Egypt’s ambassadors and that their views and impressions play a vital role in encouraging foreign investors to enter the Egyptian market.
