Parliament reviews draft law on disposal of state-owned private assets

Dr. Manal Awad, Minister of Local Development, took part in Sunday’s plenary session of the House of Representatives, chaired by Counselor Hanafi Gebali. The session was attended by the two Deputy Speakers, Members of Parliament, Counselor Mahmoud Fawzy, Minister of Parliamentary, Legal Affairs, and Political Communication, as well as Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities. The session focused on the draft law submitted by the government concerning specific rules and procedures for the disposal of privately owned state property.

The draft law seeks to provide an opportunity for individuals occupying state-owned land to regularize their status, provided they meet the legal requirements and conditions. In cases where legalization is not feasible or temporary removal of encroachments is necessary, the administrative authority is required to collect a usufruct fee from the occupants until the removal process is completed. This comes within the framework of the state’s efforts to protect its public and private assets in line with its constitutional obligations.

Dr. Awad extended her greetings and appreciation to Speaker Dr. Hanafi Gebali, the Deputy Speakers, and all esteemed Members of Parliament.

She also expressed her gratitude to the chair and members of the joint committee, comprising the Local Administration Committee, the Constitutional and Legislative Affairs Committee, and the Planning and Budget Committee, for their efforts in reviewing and discussing the draft law. She affirmed the Ministry’s readiness to fulfill its responsibilities under the law in coordination with all concerned entities.

Awad further noted that the comments and demands raised by Members of Parliament will be taken into account during the drafting of the law’s executive regulations.
